Procurement and Outsourcing

Helping clients review the management of their property and facilities services and procure external partners to optimise efficiency and effectiveness

We can assist with supporting your in-house team by providing the critical expertise and resource need for outsourcing projects or otherwise lead a team whether in-house, consultants or a combination of the two.

Our approach and services include:

Strategy:  Before embarking on the procurement of a partner to deliver services whether currently provided in-house or externally, it is vital to have clear aims and a focused strategy for delivering those aims.  We work with clients to understand the objectives of outsourcing services and robustly examining whether that is the right solution.  The constraints and opportunities are examined in order to maximise the end benefits.  We assess risks and risk transfer such as TUPE, insurances, etc. and seek to present as clear a package to the market as possible to optimise outcomes.  We conduct Soft Market Testing to check the strategy and partnership approach will be successful when put to the market.

Public Procurement:  We are experienced in the use of Public Procurement Regulations and seen how they have developed over the years.  We have worked with lawyers to ensure our processes are robust, but also provide a clear and fair route to deliver the best results – we ensure full auditability.

Bid/Tender Management:  We are able to handle all the administrative processes involved with managing the bids and tenders as they go through various stages whilst keeping a handle on the overall project objectives.

Partner Selection:  The success of the final stages of selection whilst often the most difficult, do come down to how well the project has been defined at the start.  However assisting the organisation to make those final decisions is something we are used to structuring and adept at getting right.

Partnership Agreement:  Of course the selection of a partner is not the same as closing the final transaction.  We are able to stand by our clients and often lead the negotiations with the selected partner and between lawyers to ensure the deal is closed with all matters and contingencies properly accounted for, particularly TUPE issues.

Project Management:  Once the transaction has been closed, the process is often just starting and we can work to set up the process of monitoring the contract and the delivery of the project objectives.
